Close calls identified
Measurement answer
What this metric measures
Reported number of work-related incidents identified during the reporting period in which no injury or ill health occurred but the documented circumstances could have caused harm, retained with the reporting and deduplication process.

Reporting boundary
Count validated unique zero-harm events, not reports, reporters or exposed people. Sum only after cross-channel and cross-site deduplication. A high-potential incident is a separate classification and is not assumed to equal every close call.

- Unit
- Structured table — see field-level units
- Reporting basis
- Reporting-period identified-event flow with incident and identification dates
Unit meaning: This metric is reported as a structured table; each field carries the unit stated in the table fields below.
Table fields and units
- Identified events — count of validated unique close calls under the declared classification and deduplication method
- Reporting channel, validation state, deduplication key and rule, and anonymous-report handling
- Zero-harm state, incident type, hazard type, high-potential flag, and worker involvement
- Incident date, identification date, site or geography, reporting period, source and assurance status
Published dimensions
- Classification authority, version, incident type, hazard, and zero-harm state
- Reporting channel, submitted, validated, duplicate, reclassified, or closed status
- Deduplication key, rule, anonymous-report treatment, and high-potential flag
- Employee or non-employee involvement where known
- Incident date, identification date, site or geography, and reporting period

Evidence and status sources
Sustopedia checked each record-specific claim directly against primary publisher material. Labels distinguish current measurement authority from future compatibility and corroborative, legal, edition, or method status context. Corroborative evidence can support a stated limitation but cannot establish the core measurement by itself.

Method disclosures required
Source-edition basis: Effective GRI 403: Occupational Health and Safety 2018 supplies restricted factual observation context; its protected method is not implemented.
- State that the value counts identified and validated events rather than all events that may have occurred.
- Fix actual harm to none and name the classification authority, version, reporting channel and validation state.
- State deduplication key and rule, anonymous-report treatment, site and reporting period.
- Keep high-potential classification separate and explain reporting-culture limitations.
Record-specific limitations
- The count is highly sensitive to reporting culture, training, retaliation safeguards and channel access.
- A higher count can indicate better reporting rather than less safe work.
- The value is not exposure normalized and is not a safety-performance score.
Interpret this metric with the stated reporting boundary, period convention, value shape, and unit. Results prepared with different boundaries or conventions may not be directly comparable.
Measurement evidence supports the core record-specific claims described above. Corroborative evidence can support limitations, while compatibility and status sources provide their separately labelled context. None of these cards by itself determines an organisation's legal applicability, filing readiness, assurance status, or compliance conclusion.
