Reporting boundary
Current and adopted-pending profiles are EEA-country measures. A country with one establishment returns either 0% or 100% under the source rule. Country percentages are not added or averaged. A wider EEA value requires compatible represented-establishment and employee headcounts. Collective-bargaining coverage, union membership and European Works Council existence remain separate observations.
