Non-fatal high-consequence work-related injuries
Measurement answer
What this metric measures
Non-fatal work-related injury cases from which full recovery to pre-injury health is impossible, has not occurred or is not expected within six months, reported separately for employees and controlled non-employee workers.

Reporting boundary
Exclude fatalities. Keep employee and controlled non-employee rows separate. Sum counts only after incident and population deduplication; never sum, average, or convert source-reported rates between 200,000-hour and 1,000,000-hour bases.

Value structure
Dimensions and units
- Unit
- Structured table — see field-level units
- Reporting basis
- Reporting-period incident flow
Unit meaning: This metric is reported as a structured table; each field carries the unit stated in the table fields below.
Table fields and units
- Injury cases — non-fatal high-consequence work-related injury cases
- Source-reported rate — cases per 200,000 worker-hours or cases per 1,000,000 worker-hours, never converted
- Worker-hours — actual or explicitly estimated hours for the same population and period
- Employee or controlled non-employee population, recovery assessment, injury type, site, period, and source edition
Published dimensions
- Recovery assessment, assessment date, and GRI 403 edition
- Employee or controlled non-employee worker population
- Injury type, incident type, hazard, and action context
- Count or source-reported rate, exact normalization, and actual or estimated hours
- Site or country and reporting period

Evidence and status sources
Sustopedia checked each record-specific claim directly against primary publisher material. Labels distinguish current measurement authority from future compatibility and corroborative, legal, edition, or method status context. Corroborative evidence can support a stated limitation but cannot establish the core measurement by itself.

Method disclosures required
Source-edition basis: Effective GRI 403: Occupational Health and Safety 2018 is used as restricted factual link-out evidence; no protected GRI method is implemented.
- Exclude fatalities and state recovery assessment status and date; recovery time is not a lost-time threshold.
- Keep employee and controlled non-employee populations separate and identify excluded worker types and reasons.
- Label any source-reported rate in full as cases per 200,000 worker-hours or cases per 1,000,000 worker-hours.
- State whether hours are actual or estimated and never convert, sum, or average rates.
Record-specific limitations
- A six-month recovery expectation can change after the reporting date.
- Reporting access and medical assessment affect case identification.
- This GRI profile is not a current ESRS S1-14 metric.
Interpret this metric with the stated reporting boundary, period convention, value shape, and unit. Results prepared with different boundaries or conventions may not be directly comparable.
Measurement evidence supports the core record-specific claims described above. Corroborative evidence can support limitations, while compatibility and status sources provide their separately labelled context. None of these cards by itself determines an organisation's legal applicability, filing readiness, assurance status, or compliance conclusion.
