CM.A2.1 is an additional-sector metric that expressly requests multiple independently reportable light-pollution parameters. It is publishable as one structured family because the fields share the same subject and boundary while retaining their differing units and measurement dimensions. It is not equivalent to the shortlisted generic management-indicator disclosure, which combines light and noise and does not preserve the specified CM.A2.1 fields.
