Human rights impact assessment
Human rights impact assessment (HRIA) is a method for identifying and evaluating how an activity, project, product, policy, or business relationship may affect people’s internationally recognized human rights. It examines impacts from the perspective of rights-holders, uses meaningful consultation, and informs actions to prevent, mitigate, track, and remedy adverse impacts.
In simple terms
An HRIA establishes the activity and context, identifies potentially affected rights-holders, considers all relevant human rights, gathers evidence, and evaluates actual and potential impacts. Severity is assessed from the perspective of affected people, not only as risk to the organization. Stakeholder engagement should account for language, accessibility, gender, vulnerability, and barriers to safe participation. The findings feed into Human rights due diligence, where responsibilities, actions, monitoring, communication, and Access to remedy are addressed. Because circumstances change, assessment may be needed before major decisions and at intervals during an activity.
Why it matters
A conventional business-risk or environmental assessment can overlook harms that are severe for people but financially small for the organization. HRIA provides a rights-based lens for identifying affected groups, prioritizing serious impacts, and designing responses. Its credibility depends on appropriate expertise, reliable evidence, meaningful participation, and integration into decisions; producing an assessment report without acting on findings is not effective due diligence.
Example
For example, before developing a fictional processing site, a company assesses possible effects on workers, nearby communities, land access, water, health, and security. It consults potentially affected groups safely, changes the design to prevent identified harms, assigns actions, and establishes monitoring and grievance arrangements. The assessment is revisited when conditions change.
